They could localise CS 4 1 year after CS 3 from " scratch " yet they need TWICE time for Azure and Zero that are already translated. The pc port of the game already exists, as well as the translations. If they had the game available right now in the stat they want it to be, and want to make as much of it as they could, why wait more than a year to release it?
